JoSAA 2026 Counselling Guide: IIT Seat Allocation Rules & Eligibility Matrix
With the final JEE Advanced results and ranks scheduled for release on June 1, 2026, the high-stakes journey of cracking the exam shifts instantly into a game of strategy. Securing an All India Rank (AIR) is only half the battle won; navigating the Joint Seat Allocation Authority (JoSAA) 2026 counseling process is what actually translates that rank into an engineering seat at one of the 23 premier Indian Institutes of Technology (IITs).
This comprehensive guide breaks down the essential JoSAA business rules, choice-filling strategies, document requirements post-board results, and the critical top 20 percentile eligibility criteria to ensure you do not lose your seat due to an administrative oversight.
The Core Registration and Allocation Process
The JoSAA portal is a unified centralized platform that manages admissions not just for the IITs, but also for NITs, IIITs, and other government-funded technical institutes (GFTIs).
Step 1: Online Registration & Choice Filling
Immediately following the result declaration, the JoSAA portal opens for mandatory registration. Candidates must log in using their JEE Main and JEE Advanced credentials. You are presented with a customized list of eligible academic programs based on your gender, state of eligibility, and category.
Crucial Strategy: List your absolute dream branches and colleges at the top of your preference list. JoSAA operates on an automated algorithm that processes choices from top to bottom. If you qualify for your 5th choice, options 6 and below are permanently locked out for you in subsequent rounds. There is no penalty for filling an extensive list of choices, so maximize your options.
Step 2: Mock Seat Allocation
Before the locking window closes, JoSAA releases two rounds of "Mock Seat Allocation." This is a predictive simulation based on the choices filled by candidates up to that specific date. Use these mock rounds to gauge your realistic chances and re-order your preferences if you find yourself missing out on priority branches.
Step 3: Round-by-Round Allotment & Seat Acceptance
Once choices are locked, JoSAA runs five formal allocation rounds. If you are allotted a seat in any round, you must complete the Seat Acceptance Process online before the round's deadline. Failure to complete this step results in immediate forfeiture of the seat and complete elimination from the remaining counseling cycles.
Decoding JoSAA Business Rules: Freeze, Float, and Slide
When you are allotted a seat, you cannot simply sit back and wait for college to start. You are legally required to choose one of three structural options to signal your intent to the JoSAA allocation algorithm:
1. Freeze
Selecting the Freeze option indicates that you are completely satisfied with the allocated seat and branch. You accept this allocation as final, choose to opt out of any further branch upgrades in subsequent rounds, and proceed directly to pay the seat acceptance fee and complete document verification.
2. Float
Selecting Float means you accept the currently offered seat but wish to remain in consideration for a higher-preference choice at any institute in the upcoming rounds. If a higher preference opens up later, your old seat is automatically released to another student, and you move up. If no higher option opens up, you safely retain your current seat.
3. Slide
The Slide option is a localized variation of Float. By choosing Slide, you accept the offered seat but choose to stay in consideration for a preferred, higher-listed branch within the exact same institute. For example, if you are allocated Mechanical Engineering at IIT Bombay, selecting Slide means you will only move if a branch like Electrical Engineering or Computer Science opens up specifically at IIT Bombay.
Class XII Board Criteria: The 75% Rule vs. Top 20 Percentile
To secure admission into an IIT, clearing the JEE Advanced cutoff is not enough. Candidates must also satisfy the dual performance criteria in their respective Class XII (or equivalent) board examinations. You must fulfill either of the following two benchmarks:
1. The 75% Aggregate Rule
For candidates belonging to the General, OBC-NCL, and GEN-EWS categories, you must achieve an aggregate score of at least 75% in your Class XII board examination. For Scheduled Caste (SC), Scheduled Tribe (ST), and PwD candidates, the minimum aggregate requirement is relaxed to 65%.
The aggregate score is calculated using five specific subjects:
Physics
Chemistry
Mathematics
One Language (if multiple languages exist, the one with the higher score is evaluated)
Any fifth subject other than the four above (the subject with the highest marks is automatically selected)
2. The Top 20 Percentile Criterion
If your respective state or national education board follows a highly stringent evaluation system where a raw score of 75% is mathematically difficult to achieve, JoSAA provides an alternative safeguard. You are eligible if your aggregate score falls within the category-wise top 20 percentile of successful candidates who passed your respective board exam in either 2025 or 2026.
The specific cut-off marks for the top 20 percentile vary widely from board to board (e.g., CBSE vs. Bihar Board vs. West Bengal Board). Each board officially uploads its verified percentile cut-off data directly to the JoSAA portal. If a board does not provide this data, the candidate must produce a certificate from their board stating that they fall within the top 20 percentile of their category.
Mandatory Documentation Post-Board Results
Once a seat is allocated, candidates must scan and upload clean, legible copies of their documents to the JoSAA portal for online verification. Any mismatch between the data entered during JEE registration and your physical documents will lead to instant cancellation of the seat.
Class X Marksheet / Birth Certificate: Serving as the definitive legal proof of name and date of birth.
Class XII Marksheet & Passing Certificate: Required to verify compliance with the 75% aggregate or top 20 percentile criteria. Digital marksheet copies downloaded post-CBSE/state result announcements must be officially attested by your school principal if original physical sheets are delayed.
Category Certificate (SC / ST / OBC-NCL / GEN-EWS): Crucially, for OBC-NCL and GEN-EWS candidates, the certificates must be issued on or after April 1, 2026, complying strictly with the updated central government formats. State-level certificates are rejected.
Identity Proof: A valid Aadhaar Card, Passport, or Voter ID.
Medical Certificate: Must be completed in the exact format prescribed in Annexure 7 of the official JoSAA 2026 business rules booklet, signed by a registered medical practitioner.
Proof of Seat Acceptance Fee Payment: Paid online via net banking, debit/credit cards, or UPI through the SBI portal.
