Statement I: Nitro group from ortho and para positions exert –M and –I effect, but from meta position it can exert only –I effect. Therefore, p-nitrophenol and o-nitrophenol are more acidic than m-nitrophenol. In o-nitrophenol, –I effect of nitro group is more than that at para position, and presence of phenolic H is involved in intramolecular hydrogen bonding with nitro group and hence is difficult to remove in comparison to para isomer. Thus acidic strength order is: p-nitrophenol > o-nitrophenol > m-nitrophenol. So, statement I is true.

Statement II: Primary alcohols (like ethanol) react with Lucas reagent only upon heating; at room temperature primary alcohols show no reaction with Lucas reagent. So, statement II is false.
