Let us consider a point $P$ on the circle.

$V_{P} = 0 = \frac{k (- Q)}{r_{1}} + \frac{k Q / \sqrt{3}}{r_{2}}$ $\Rightarrow \frac{k Q}{r_{1}} = \frac{k Q / \sqrt{3}}{r_{2}}$

$\Rightarrow \frac{1}{\sqrt{x^{2} + y^{2}}} - \frac{1}{\sqrt{3} \sqrt{{(x - 2)}^{2} + y^{2}}}$

$\Rightarrow 3 {(x - 2)}^{2} + 3 y^{2} = x^{2} + y^{2}$

$\Rightarrow 3 (x^{2} + 4 - 4 x) - x^{2} + 2 y^{2} = 0$

$\Rightarrow 2 x^{2} + 12 - 12 x + 2 y^{2} = 0$

$\Rightarrow x^{2} + 6 - 6 x + y^{2} = 0$

$\Rightarrow {(x - 3)}^{2} + y^{2} = {(\sqrt{3})}^{2}$

or ${(x - b)}^{2} + y^{2} = {(\sqrt{3})}^{2} = R^{2}$

$∴$ $R = \sqrt{3} \approx 1.73$ and $b = 3$
