$\Leftrightarrow - \frac{1}{3} < 3 x + 1 < \frac{1}{3} \Leftrightarrow - \frac{4}{3} < 3 x < - \frac{2}{3}$

$\Leftrightarrow - \frac{4}{9} < x < - \frac{2}{9}$
