$I_{1} = \frac{m_{1} R_{1}^{2}}{2} I_{2} = \frac{m_{2} R_{2}^{2}}{2}$

$I_{1} = I_{2}$

$\frac{π R_{1}^{2} T_{1} ρ R_{1}^{2}}{2} = \frac{π R_{2}^{2} T_{2} ρ R_{2}^{2}}{2} \Rightarrow \frac{T_{1}}{T_{2}} = \frac{1}{16}$
